				<content:encoded><![CDATA[<p>President Goodluck Jonathan has congratulated former President Shehu Shagari on his attainment of the age of 87.<br />
In a statement by the Special Adviser to the President on Media and  Publicity, Dr. Reuben Abati,  Jonathan described the former president as  ‘an elder statesman who has continued to make his wisdom and vast  experience available to the nation,’ adding that Nigeria has benefitted  immensely from his selfless contributions.</p>
<p>He said President Shagari’s exemplary support for peace and national  development was commendable and worthy of emulation by all well-meaning  citizens.<br />
He prayed for continued good health and long life for President Shagari.</p>

<p>The Federal Government plans to spend N3.19bn on the pensions and allowances of former Presidents, Heads of State, their deputies, former leaders of the National Assembly and their families in the year 2012.</p>
<p>The proposed N3.19bn represents an increase of about N2bn from what was provided for the former rulers in the 2011 Budget.</p>
<p>The government also earmarked a total of N141.7bn for the pensions and gratuities, of retired civil servants, that are not captured in the contributory pension scheme.</p>
<p>The amount contained in the 2012 budget currently before the National Assembly is under Service Wide Votes. Our correspondents report that beneficiaries under this heading will receive a total of N414.4bn for the fiscal year.</p>
<p>The Remuneration for former Presidents, Heads of State Act passed by the National Assembly in November 2010 provides for the remunerations of all former Presidents, Heads of State and their deputies, including the families of former leaders who are late.</p>
<p>Currently, those who benefit from the Act are former Heads of State Gen. Yakubu Gowon; Gen. Muhammadu Buhari; Gen. Abdulsalami Abubakar; Gen. Ibrahim Babangida; former head of the Interim National Government, Chief Ernest Shonekan; former President Shehu Shagari; former President Olusegun Obasanjo; their living deputies; and former heads of the National Assembly.</p>
<p>Other beneficiaries are the widow of a late former President, Dr. Nnamdi Azikiwe; the widows of a former Prime Minister, the late Sir Abubakar Tafawa Balewa; and the widows and families of former Heads of State, General Murtala Muhammed; and Gen. Sani Abacha.</p>
<p>When the N1.2bn bill was presented to the Senate in 2011, the Senate Committee on Federal Character and Intergovernmental Affairs queried the amount, saying that it was too high a price to pay for the comfort of former leaders who presided over the “economic retardation” of the country.</p>
<p>But explanations from the Office of the Secretary to the Government of the Federation showed that there were seven living former Heads of State, five Vice Presidents, six families of deceased leaders and two families of deceased Vice Presidents.</p>
<p>Among other benefits, the former leaders are expected to get a five bedroom housing accommodation each in any location of their choice with telephone services; at least three vehicles; and salaries of personal staff.</p>
<p>Also, the law provides that government should cater for the needs of the former heads of state whenever they visit Abuja, as well as pay for their use of courier services.</p>
<p>Reacting to the provision, Chairman of the Senate Committee on Finance, Senator Bassey Otu, said the Senate would take a look at the provision and ensure that the former leaders did not get beyond what they deserved.</p>
<p>He said the N3.19bn might be slashed in line with the new posture of government to reduce the cost of governance.</p>
<p>“Rest assured that anything that should be done to bring these budgets to their proper sizes, will be done,” he said.</p>
<p>But the President of Campaign for Democracy, Joe-Okei Odumakin, criticised the increase from N1.2bn to N3.19bn, saying it smacked of insensitivity.</p>
<p>She told one of our correspondents in a telephone interview on Sunday that voting more money for the care of former leaders suggested that the poor would remain poor while those who had misruled the country would continue to grow richer.</p>
<p>She said, “First and foremost, it is extremely outrageous. How can you explain an increase from N1.2bn to N3.19bn? It smacks of insensitivity to the plight of Nigerians. It is sad that this is happening when our citizens are impoverished.</p>
<p>“It means that all the mouthing that the regime will reduce their pay is cosmetic and hypocritical.”</p>
<p>Also, the All Nigeria Peoples Party said the huge budget provision was President Goodluck Jonathan’s way of preparing the ground for when he would leave office.</p>
<p>According to the National Publicity Secretary of the ANPP, Chief Emma Eneukwu, the government has no idea of how to move the country forward.</p>
<p>He said, “We keep on saying it that this government has no human face and that it does not care what happens to the people.</p>
<p>“It was telling Nigerians that it was going to cut expenses, yet, it went ahead to increase the budgetary provision for these leaders.</p>
<p>“This same government told us that the economy would collapse without the removal of petroleum subsidy. It did not tell us that the economy of individual would collapse.</p>
<p>“This government is proving it day-by-day that it is a government that lacks vision and cannot be trusted. Nigerians cannot be deceived forever. One day is for the thief, the rest are for the owners.”</p>

<p>THE imperative of a united and prosperous Nigeria has underlined appeals to President Goodluck Jonathan who has come under increasing pressure from eminent citizens including some former heads of state to rethink the issue of the removal of the fuel subsidy.</p>
<p>Former Presidents Shehu Shagari and Olusegun Obasanjo are said by sources to have weighed in, urging President Jonathan to disregard contrary counsel and “revert to the situation pre-January 1, 2012”.</p>
<p>Protests organised by Labur and civil society groups since last Monday have paralysed the national economy and are threatening the nation’s stability.</p>
<p>The eminent Nigerians, including former Presidents, Chief Olusegun Obasanjo and Alhaji Shehu Shagari, all agree that the removal of subsidy was inevitable and a courageous and patriotic decision for economic survival but needed to be handled with utmost caution at the moment in order to preserve the nation’s unity and peace.</p>
<p>And as the protests over the removal of fuel subsidy rages, the federal government yesterday insisted that it is open to more dialogue as all sides to the dispute try to find a way out of the national economic and social logjam.</p>
<p>Briefing state house correspondents at the end of the weekly meeting of the Federal Executive Council (FEC) meeting, information minister Labaran Maku said: “The federal government remains engaged in the process of dialogue with labour, we have never dismissed the process of dialogue. Even before the full deregulation was announced, Mr. President discussed with all labour leaders, we discussed with the NLC, TUC, and we discussed with other stakeholders outside labour knowing that this key economic policy will affect the general population”</p>
<p>He said this week’s meeting focused essentially on the presentation by the minister of National Planning relating to the “implementation of our projects and the results expected for 2012. Projects implementation strategy and the transformation programme and what we must do from this year to ensure we begin to mark down goals and get the results as planned. This is the year that we expect every minister, every MDA to give account of themselves in terms of what our various MDAs intends to put out”</p>
<p>Fielding questions on government’s seeming rigidity on its stand over the deregulation of the downstream petroleum sector despite not doing enough for the citizenry in preparing them for the attendant hard times, he said “We have never closed our doors to negotiations or discussions with Labour or any other social group that are involved in the current protest, what is very clear to us is that government is taking up its responsibilities, not only at the federal level, but other state governments are engaged in direct discussions with their own trade union as well as civil society groups. In some states we have noticed quiet some progress in the dialogues between the state governments and labour and civil society groups. So the federal government as far as we are concerned the process of dialogue is continuous”</p>
<p>On the outbreak of violence as a result of the protests, he noted that government will “continue to appeal in the fact that this protest is only adding more pain to the people of Nigeria and in some places we are also beginning to see that elements outside labour are already virtually in the forefront and this is creating a lot of security problems in some states. You saw the situation in Kaduna, Edo State etc.</p>
<p>“We are appealing to labour up to this time to drop this option of protest which are increasing the pains out there for the people of Nigeria and it is our believe that anything that cannot be achieved through discussion will not really be useful when you call the general population to the streets. So we are appealing to Nigerians, civil society organisation, and Labour to understand that we believe that this option that has been taken is adding more pains to our people and we hope that in the days ahead they will see reason and drop the protest and continue the process of dialogue ”The minister added.</p>
<p>He further stressed that “this issue of deregulation is not an option that the government arrived at in comfort or happiness. It is something that has been reviewed over a year and a half.”</p>
<p>Also, he Federal Government said yesterday that it would not enter into any dialogue with the organised labour until the street protests which had led to the destruction of lives and property across the country were stopped.</p>
<p>Secretary to Government of the Federation, Senator Anyim Pius Ayim, who made this disclosure at the National Assembly yesterday stated that the destruction  of lives and property had become a more urgent matter that needed to be addressed before any other matter.       .</p>
<p>The House of Representatives ad-hoc committee set up to interface between the Federal Government and Labour, which convened the meeting had called on all parties to respect the decision the House took last Sunday.         .</p>
<p>Reading a text message from his phone to the hearing of members of the committee and Labour leaders present, Anyim said:  “I think the agenda of this meeting has changed. The mayhem carried out in Niger State and other parts of the country suggested that although labour provided the platform for the protests and violence, the whole issue had gone beyond labour. We should respect the sanctity of lives. The socio-political environment must be calm before any meaningful dialogue can take place.”</p>
<p>Corroborating Anyim’s statement, Labour and Productivity minister, Emeka Wogu, said:</p>
<p>“It is clear that other people have taken over the process to cause mayhem and labour is now helpless”</p>
<p>And the chairman of Federal Government negotiating team, and retired for Justice of the Federation, Justice Alpha Belgore, drew attention to the fact that the crisis was capable of disintegrating the country.</p>
<p>According to him, the country’s enemies have seen an opportunity to destroy this country just to give credence to their earlier evil predictions. If this country disintegrates, there will be many years of bloodshed; it is better to negotiate and come to agreement now”</p>
<p>But Labour leaders were swift in countering government’s position as the President General of the Trade Union Congress (TUC), Peter Esele, said that comments of high-ranking government officials were capable of causing tension.</p>
<p>He said Labour leaders never encouraged violence in the protest but insisted that the position of labour still remained that government must revert to N65 or nothing else.</p>
<p>Nigeria Labour Congress (NLC) president, Abdul Waheed Omar, who led the labour team, told the committee that immediately he got information about the crisis in Niger State, he directed that the protest be stopped.</p>
<p>Meanwhile, the House of Representatives’ committee on Labour has assured Nigerians that the ongoing impasse between the federal government and the organised labour over the removal of fuel subsidy would be resolved in the next 24 hours.</p>
<p>Briefing newsmen the chairman of the House committee on Labour,  Essien Ekpenyong  Ayi said this was based on positive responses from the representatives of the organised labour and those of the federal government at the ongoing parley with the two parties on the matter.</p>
<p>According to him, “we are making progress, and sincerely believe that in the next 24 hours or so, the effort of the House to resolve this matter shall be acheived”.</p>
<p>He continued: “Today is the third day of the ongoing strike and you will agree with me that government has lost a lot of resources running into billions of naira as a result of the ongoing strike. I am made to understand that Nigeria has lost as much as N158.9 billion on daily basis from the ongoing strike. What is accrued to the federal government from her own share of the deregulation for 2012 is about N500billion from the N1.3trillion. then if the strike is sustained for about 5 days, the government shall lose more than expected income and it shall thereafter become a wasted venture”.</p>
<p>Also, in a statement, Mohammed Bello Adoke, the  attorney General of the Federation an Minister of Justice, said:</p>
<p>• It has come to the attention of the government that some persons or group of persons are perpetuating criminal activities under the guise of participating in the on-going demonstration against the subsidy removal policy of the Government;</p>
<p>• since the demonstration began on Monday, 9th January 2012,  these persons have among other things engaged in arson, wanton destruction of lives and property, as well as making unguarded statements bordering on treason with a view to overwhelming the government. As a result, several State Governors have imposed curfew in their respective States in order to prevent further breakdown of law and order;</p>
<p>• while government recognizes the right of Nigerians to peaceful demonstration, it will not fold its arms or stand idly by, while the current situation deteriorates into a state of general insecurity. Henceforth, government will not hesitate to bring to bear, the full weight of the law on erring persons or group of persons howsoever called that engage in any act that threatens the peace and stability of the country or its corporate existence; and</p>
<p>• government reiterates its earlier position that those who have genuine grievances as a result of the implementation of the fuel subsidy removal should express such grievances within the confines of the law and dispute resolution mechanisms as established by law.</p>

				<content:encoded><![CDATA[<p>Former President Shehu Shagari and former Head of State, General Yakubu Gowon, have reportedly advised President Goodluck Jonathan to be cautious over his role in the internal politics of the Peoples Democratic Party (PDP) in his home state, Bayelsa.</p>
<p>According to a source close to Shagari, the two national leaders in separate telephone calls advised President Jonathan that his direct involvement in the crisis engulfing the party in the state could affect his stature as the leader of the nation.<br />
They were said to be particularly miffed by the deployment of security agencies in the state at a time the Jonathan government appears lost about how to handle pressing security challenges in parts of the country.<br />
Sunday Sun learnt that the idea to speak to Jonathan was mooted by Shagari, who initially reached out to Gowon and asked him to call the President to advise him to steer clear of the murky politics in his home state.</p>
<p>Gowon, it was learnt, however reminded Shagari that he was a military Head of State and that the message will carry more weight if it came from a democratically elected President.<br />
The two leaders were said to have agreed to call Jonathan separately, believing that the strategy will exert more pressure on the President and they both called him on Thursday night, it was authoritatively learnt.</p>
<p>The president was said to have assured them that he had no role in the crisis, that it was purely a party affair.<br />
The pressure by the elder statesmen followed similar appeals by national leaders like Alhaji Balarabe Musa, Lawal Kaita, Alhaji Abdulkareem Daiyabu and civil rights activist, Mallam Sheu Sani following the controversy surrounding the disqualification of Governor Timipre Sylva from the PDP gubernatorial primary held yesterday in Yenagoa.</p>

<p>SECOND Republic President, Alhaji Shehu Shagari, yesterday, said Nigeria has reason to celebrate her 51st Independence anniversary.</p>
<p>Shagari said that having overcome several challenges in the past, Nigeria has the capacity to tackle current and future challenges.</p>
<p>He told journalists, shortly after attending the special presidential change of guard at the Presidential Villa, that he disagrees “with those who say we have nothing to celebrate. It is not easy to attain 51 years of age. Mr. President has now gathered a lot of experience.  Since experience, they say, is the best teacher, we cannot solve problems without good experience and now Nigeria is not new to these kinds of problems again.”</p>
<p>The former President said that “Nigeria has attained the status of a great nation,” and predicted a bright future for the country.</p>
<p>“We are a great nation. You can only claim to be great when you are confronted with challenges of this nature and you solve them, as we are doing now. I do not think that, having overcome other challenges, these ones will hold us down. We are happy.”</p>
<p>Shagari said he was happy that this year’s celebration was devoid of problems, describing the current security situation in the country as “unfortunate. During our time, we were very lucky that we did not have to contend with this kind of security challenges. What is happening is unfortunate but we shall overcome just the way we overcame all other challenges as a nation.</p>
<p>“In each case when there were problems, we managed somehow to overcome them, and, by the grace of God, there is nothing that will stop us from our progress. Nigeria is progressing whether anybody likes it or not.”</p>

				<content:encoded><![CDATA[<p>Former Governor of Oyo State, Senator Rasidi Ladoja, has called for concerted efforts on the security threat posed by the activities of the Islamist sect, Boko Haram.</p>
<p>Specifically, he urged former President, Alhaji Shehu Shagari and Military Heads of State, Generals Abubakar Abdulsalami and Ibrahim Babangida to step in and join the initiative of former President Olusegun Obasanjo in resolving the crisis. Ladoja spoke in his Ibadan home, on Tuesday, during a chat with selected media houses in commemoration of his 67th birthday ceremony.</p>
<p>A businessman-turned-politician, Ladoja decried the spate of insecurity across the country, saying the present situation would not encourage investment. “The Boko Haram issue is a sad one because, where there is no peace, there won’t be development. I think the Boko Haram crisis has been badly handled and that is why Chief Olusegun Obasanjo is coming in.”</p>
<p>“But I would have thought that it should be a concerted effort by the former presidents, especially those from the North. Abubakar Abdulsalami is still alive; Alhaji Shehu Shagari is still alive; Ibrahim Babangida is still alive. Let them intervene because we can not go back on western education”, the former governor stated.</p>
<p>A founding member of the PDP, Ladoja regretted the non-performance of PDP-led Federal Government since 1999, which he said could not be divorced from the poor leadership offered by Obasanjo during his eight years Presidency.</p>
<p>According to him, the party made a big mistake in picking Obasanjo as its candidate, saying the former president failed woefully to provide the needed direction during his eight year civilian administration.<br />
“We cannot divorce Nigeria’s problem from Obasanjo. We made a big mistake by putting him forward in 1998. He had a very good opportunity but squandered it as he was more preoccupied settling scores with his people rather than offered governance”, Ladoja said.</p>
<p>On the recent moves by the ruling Peoples Democratic Party (PDP) to reconcile with its aggrieved members, Ladoja stated that he and his group are open to discussion but  quickly added that going back to PDP ‘is not yet on the table’. According to him, there has been lot of injustice perpetrated by the party, which needed to be addressed before any meaningful reconciliation could be arrived at.</p>
<p>“What I am saying is that we are open to discussions but anything that is going to happen must start with fairness. PDP was not fair to Oyo State. First of all, let the party understands that one.“We are not in national politics for joke. We are there for Oyo State’s interests. So, we are open to discussion. There is nothing that is rigid in this life and as long as it is in the best interest of Oyo State and its people, I am for it. Whether we are going to PDP or not is not yet on the table”, he said.</p>
<p>He cited the lopsidedness in the ministerial appointment at the federal level, which he said did not reflect the achievement of the party at the state level.</p>
