Sheriff presents N99.8bn budget for 2011

GOVERNOR Ali Modu Sheriff of Borno State, yesterday, presented a budget of N99, 806, 804, 000.00 for the 2011 fiscal year to the State House Assembly barely five  months to the expiration of his second term in office.

Tagged “Budget of Satisfaction” and considered a surplus budget, it has a slight difference of 12, representing N11, 837, 428, 589.00 above the preceding 2010 budget of N87, 969, 375, 411.44.

Accordingly, the budget, which stood at N99,806,804,000.00, comprises N27,957,804,000.00 recurrent expenditure and N74,849,000,000.00 capital expenditure respectively.

He said the budget was expected to be financed from the statutory allocation of N33,700,000,000.00 and Internally/Locally Generated Revenue of N27,176,317,000.00 while the Capital Receipts for the year is estimated at N74,849,000,000.00.

The governor, who presented the 2011 Appropriation Bill under the incessant security threats from Jama’atul Sunnah Wal Da’awatul Jihad, Boko Haram, fundamentalists, said government will not relent in its efforts to address the insecurity problem of the state.

He expressed hopes that more projects will still be provided before the end of his tenure to meet up with the yearnings and aspirations of the people, despite all odds, saying his administration had budgeted considerable sectoral allocations to all the ministries and parastatals, with the Ministry of Education having the lion share of N16,619,251,000.00, while Ministry of Justice was allocated the least of N388,834,000.00.

While the sum of  N6,171,310.00 was proposed for the Ministry of Finance and Economic Development, Ministry of Poverty Alleviation and Youth Empowerment N3,024,920,000.00, Ministry of Commerce, Industry and Tourism N3,198,356,000.00, Ministry of Religious Affairs and Special Education N1,746,684,000.00, Ministry and Ministry of Health N12,016,631,000.00.

Ministry of Urban and Rural Water Supply was allocated N3,277,559,000.00, Ministry of Environment N3,088,759,000.00, Ministry of Housing and Rural Electrification N6,552,317,000.00, Ministry of Works and Transport N12,933,948,000.00, Ministry of Agriculture and Natural Resources N8,146,453,000.00, Ministry of Sports N1,168,872,000.00 and Ministry of Home Affairs and Information N4,738,894,000.00.

Others include Ministry of Women Affairs and Social Development N715,368,000.00, Ministry of Justice N388,834,000.00, Ministry of Land and Survey N2,167,191,000.00, Ministry for Local Government and Chieftaincy Affairs 981,614,000.00.

Governor’s Office has estimated budget of N4,367,367,000.00, Borno State Civil Service Commission has N179,965,000.00, Local Government Service Commission N163,201,000.00 and Office of Auditor General N202,653,000.00.

He called on the people and State Assembly to support and cooperate with his administration to actualize the budget in 2011 as the general election is at the corner while appealing to the people to choice credible candidates of their choice that will lead them honestly and sincerely by coming out enmasse to register.

Responding, the Speaker Borno State House of Assembly, Alhaji Goni Ali Modu said the house will ensure that the budget is passed into law within two weeks from the day it was presented to the house, as the house is strongly behind all laudable projects and programmes of the governor in the past 8 years, which he said have touched the lives of the people positively.

Commending the governor’s efforts in restoring peace and harmony despite all the obstacles and constraints, he assured that the house will not fail on its part to support the government to achieve its set goals and objectives.

The governor in an interview with newsmen at the house premises shortly after the budget presentation said, he was happy that he has fulfilled 99% of his electioneering campaign promises to his people and performed credibly with the people oriented projects and programmes he has executed in past 8 years of his administration.

He also lamented on the security situation in the state and pledged to continue to do its best to provide security to lives and properties.wp_posts
