Doctrine of Necessity Saved Nigeria – Mark
Latest Politics Thursday, June 2nd, 2011As senators insist on creation of new states in 7th Session || Senate President David Mark yesterday declared that the ‘doctrine of necessity’ resolution saved the country from a major crisis.
Mark made this remark while recounting the achievements and high points of the 6th National Assembly at its valedictory session.
Consequently, he commended his colleagues for evolving the doctrine of necessity, which, according to him, rescued the country from the brink of collapse.
At the session, most senators advocated that the seventh session must concentrate on the creation of new states in the country. Senators Smart Adeyemi, Enyinnaya Abaribe, Uche Chukwumerije, Zainab Kure, Ayogu Eze, Nkechi Nwaogu, Julius Ucha, Buka Abba Ibrahim, Anthony Manzo, Heineken Lokpobiri, among others, declared that state creation must of necessity be given top priority, because it would strengthen fiscal federalism and development.
The session, which was adjourned sine die, was inaugurated on June 5, 2007.
In his valedictory speech, Mark recalled that the circumstances surrounding the ill health and eventual demise of the late President, Alhaji Umaru Musa Yar’Adua, was a major test of the nation’s legislative competence.
“That singular action by this distinguished Red Chamber saved our dear country from imminent political crisis to the contentment and applause of majority of Nigerians,” he said.
Meanwhile, the sixth session of the Senate which finally closed shop yesterday passed 91 bills in four years, though 514 bills were introduced within the period.
Out of the number, 130 bills passed second reading, 458 were read for the first time and four bills were negative.
Giving the Senate’s status of measure from June 5, 2007 to date, Chairman, Senate Committee on Rules and Business, Senator Aloysius Etok, said the total number of bills included executive and members bills, including those from the House of Representatives for concurrence.
However, he informed that the major highlights of the sixth Senate was the adoption of the resolution of the ‘now historic’ “doctrine of necessity’, which installed Dr. Goodluck Jonthan as Acting President on February 9, 2010, the alteration of the 1999 Constitution and the repeal and re-enactment of the Electoral Act 2010, which conferred credibility to the just concluded general elections.
