Plateau budget N112 bn for 2012

Plateau State Governor David Jonah Jang has presented before the state House of Assembly, a budget proposal of N112, 042,837,199.00 representing an increase of 29.44 per cent over that of this year which was N86, 561,894, 645.00.

He said the budget would be financed by an estimated råžecurrent revenue of N75.3billion made up of 4.4 billion from federation account, N13.7 billion internally generated revenue, N4.8billion re-imbursement, N 4.7billion draw downs and N5billion refunds.

The estimated recurrent expenditure of personal and overhead cost for the year is expected to be N44, 340, 742, 287. 00 as against N39, 646, 694,904 proposed for this year 2011, while the estimated capital expenditure is expected to be N67, 702, 094, 912. 00 which represented a 55.6 per cent of the total budget estimate.

Governor Jang noted that with the recurrent expenditure of N44.3b, and an estimated capital expenditure of N67.7billion, and a revenue outlay of N77.3 billion, the deficit financing from internal and external loan financing are required to the tune of N36, 736, 819, 695. 00. He said this was a serious resource gap because, financing the capital budget could only be bridged through aggressive Internally Generated Revenue efforts by Ministries, Departments and Agencies (MDAs); stressing that these were the areas where the actualization of the development plans, using the three pillar policy framework which focuses on human capital development, infrastructural development, and financing options could be best appreciated.
Governor Jang stated that the budget was anchored on the ten point agenda of the administration and would address the focal point of this administration, which are education, health, water supply, and agriculture, and the completion of on-going projects.

In the area of education, he said N394.188 million would be spent on renovation/ construction of Government Technical College, Bukuru, N1.049 billion in the construction and renovation of three Science schools; one in each zone of the state while N5.74b would be spent on the 15 secondary schools with each zone getting five each. Four project vehicles (32.7 Hilux) would also be procured at the cost of N30m.
In the area of health, a new Specialist Hospital would be constructed at Barakin Ladi at the cost of two billion naira while the three cottage hospitals and three general hospitals would also be upgraded.

As Part of intervention in the agricultural sector, the Agricutural Services Training Centre (ASTC) at Shendam would be completed at the cost of N700 million while five tractors would be purchased for the three training centers at the cost N500 million. Subsidy for fertilizer at the cost of N300 million was also included in the 2012 budget.
Governor Jang who appreciated the fact that peace was gradually returning to the state assured that as a government, all that is humanly possible would be done to protect the lives and property in collaboration with the efforts of the Federal Government. Speaker of the House, John Clark Dapwan assured the governor that the House would speedily pass the budget.wp_posts
